     The Wellman City Council met in Special Session and a work session in the Council Chambers of the Wellman Municipal Building at 7:00pm. Mayor Max Lewis presided with the City Clerk and following Council Members: Robert Goodrich, Robert Swartzen-druber, Richard Oldfield, George Kisner, and James Seward.

     The meeting was called to order and agenda approved by motion from Swartzendruber, second from Goodrich and all aye votes.

     Discussion was held on the needed repairs on the east roof of the Senior Center. A bid had been received to place a sealing membrane over the full section of the roof at a cost of $4,295.20 plus an option for a second type of material at $3,005.60. Councilman Kisner, who also serves on the Senior Center Commission, checked with another person who has experience with roofing and reported that it was their belief caulking/sealing the seams and nail holes would be enough. After further discussion Goodrich moved to have the roof sealing done at a cost up to $600 and check the insulation to determine if it needs to be replaced. The cost of this project is to be shared half and half between the City and the Senior Center Commission. Oldfield seconded the motion and all voted aye. In the related matter of the eaves spouts, Kisner will contact a contractor to inspect them and determine the needs there.

     The water softener at the Senior Center is not meeting the needs of the new dish washer. Bud Miller of the The Water Shop has checked the unit and stated it could be set higher but would then lose all its efficiency, using a lot more salt than necessary. A replacement system would cost $865. Goodrich moved to purchase a new unit sharing the cost with the Commission half and half. Swartzendruber seconded the motion and all voted aye.

     Manatts Construction has been using City water for the County’s road construction project on 1st Avenue/Ginkgo Avenue. To date it is estimated they have used approxi-mately just under $800 worth. They have asked that this cost be waived by the City. In exchange, they will pour a cement parking area east of the fire station north to the road’s edge, estimated to be worth about $4,000, as a community service project. Goodrich moved to accept the offer of paving in exchange for waiving water charges. Kisner seconded the motion with four aye votes, Seward abstaining.

     The Council entered into work session and first discussed some minor changes Goodrich requested for the Employee Handbook. On page sixteen of the book under the title “Job Cards” he wanted the statement that “completed job sheets shall be given to the City Clerk on a timely basis” be changed to read “……..on a daily basis”. For salaried and full-time employees the issue of overtime being designated and approved by a supervisor was also discussed. The concern was not accounting for the noon-time hour as some employees have, on occasion, not punched out/in and did not note on the time card if a noon hour was taken or if work had continued through that hour. It was agreed by the Council that employees must note on the card, when they are unable to come and punch out/in, whether an hour was taken for lunch. Goodrich continued with his list of changes referring to page twenty of the handbook on “Rest Periods”. He asked that it be stated that the rest period of fifteen minutes indicate the rest period begins when the employee leaves the job site and ends when he/she returns to the job site. These items will be taken under consideration at a regular meeting.

     The Council then continued with their review of the City Code. It was decided to require licensing of dogs and cats, increase impounding fees and construct a holding pen for animals until they can be transported to the Washington animal facility.

     Concerns of pedestrians using city streets rather than sidewalks for walking was discussed. Codes will be researched to determine the best way to regulate this.

     Reviewed parking on main street and 3rd Street to sell farmers’ market items to change either the Ordinance restrictions or site of the farmers’ market for compliance. Also discussed, was parking on the space between the sidewalk and curb and enforcement of that regulation.

     The work session was adjourned at 8:50pm. The next regular City Council meeting will be held Monday, October 3, 2005, 7:00pm in the Council Chambers of the Wellman Municipal Building.
