     The Wellman City Council met in special session in the Council Chambers of the Wellman Municipal Building at twelve o’clock noon to reset public hearings. Mayor Ryan Miller presided with the City Administrator, City Clerk and following Council Members: Robert Goodrich, James Seward, and Marc Pennington; absent: Karri Fisher. Also present were Mary Zelinski and Kristie Schulman from the news media and one citizens.

     Goodrich moved to approve the agenda, Seward seconded and all voted aye.

     Resolution No. 07-47 to set the date for a Public Hearing for the purpose of obtaining public comment and acknowledge bid regarding sale of City property at 244 8th Avenue was introduced and caused to be read. Seward moved to adopt Resolution No. 07-47, Goodrich seconded and upon roll call the vote were three ayes, Fisher absent. The Mayor affixed his signature. The hearing is set for 6:00pm, Thursday, November 29, 2007.

     Resolution No. 07-48 to set Public Hearing for TIF rebate agreement with Schwartz Construction was introduced and caused to be read. Goodrich moved to adopt Resolution No. 07-48, Pennington seconded and upon roll call there were three ayes, Fisher absent. The Mayor affixed his signature. The hearing is set for 6:10pm, Thursday, November 29, 2007.

     With the resignation of Richard Oldfield, Mayor Miller appointed Robert Goodrich as Mayor Pro Tem. Pennington moved to approve the appointment, Seward seconded and all voted aye.

     Final plans for the 2nd Street bridge project were presented for the council and mayor to sign. The project will construct twin box culverts in place of the bridge at an estimated cost of $198,957. Seward moved to approve the plans, Pennington seconded and all voted aye.

     Chat & Chew/CC Connection submitted application to renew their liquor sales permit. Seward moved to approve, Pennington seconded and all voted aye.

     With no further business the meeting was adjourned at 12:12pm. The next regular City Council meeting scheduled for November 19, 2007 is cancelled for lack of a quorum. A special meeting will be held Thursday, November 29, 2007, 6:00pm.
