     The Wellman City Council met in special session in the Council Chambers of the Wellman Municipal Building at 7:00pm. Mayor Ryan Miller presided with the City Administrator, City Clerk and following Council Members: Robert Goodrich, Karri Fisher, Marc Pennington, and Matt Latcham; absent: Steve Slaubaugh. Also present were Mary Zelinski from the news media and Larry Thurman from WATV. The purpose of the special session was to approve applications to the Washington County Riverboat Foundation for two grants.

     The agenda was approved upon motion by Goodrich, second by Pennington and all aye votes.

     Resolution No. 08-17 to approve the grant application for down town improvements was introduced and caused to be read. Ross reported this grant will help fund a clock for the minipark, park benches, planters and trash containers. Latcham moved to adopt Resolution No. 08-17, Fisher seconded and upon roll call the vote was four ayes, Slaubaugh absent. The Mayor affixed his signature.

     Resolution No. 08-18 to approve a grant application to purchase a high definition camera and other equipment upgrades was introduced and caused to be read. The grant will be asking for $10,000 plus matching funds of $4,000 from the WATV budget. Goodrich moved to adopt Resolution No. 08-18, Latcham seconded and upon roll call there were four aye votes, Slaubaugh absent. The Mayor affixed his signature.

     In General Administrative discussion Mayor Miller announced Shive-Hattery will be sending the public hearing notice for a bid letting on the Parkside Center to be held April 21. More contractors will be contacted to obtain bid documents. Miller said the County Auditor indicated the cost of the special election held on April 1 may cost up to $2,000.

Pennington asked about the water and wastewater plant operations. Ross stated the new employees are interested in certification and Duane Covington has agreed to stay on until they can complete that process.

The drinking water alert for high nitrite levels has been lifted.

     With no other business the meeting was adjourned at 7:14pm upon motion from Goodrich and second from Latcham with all aye votes.
