The Wellman City Council met in special session in the Council Chambers of the Wellman Municipal Building at 7:00pm. Mayor Ryan Miller presided with the City Clerk and following Council Members: Steve Slaubaugh, Doug Powell, Fern Bontrager and Johnny Schwartz; absent: Marc Pennington. Also present were: Elizabeth Beachy from the news media. The Consent Agenda was approved upon motion by Slaubaugh, second by Schwartz and all aye votes. The Consent Agenda includes the agenda, minutes of the previous meeting, Bender’s Bar & Grill liquor sales license renewal and the following claims:

Resolution No. 11-33 to certify an unpaid abatement charge to the Washington County Treasurer to be collected in the same manner as property tax was introduced and caused to be read. Bontrager moved to adopt Resolution No. 11-33, Powell seconded and upon roll call the vote was unanimous ayes. The Mayor affixed his signature.
Tom Buckwalter submitted an application for a downtown improvement grant to make improvements to his car lot that includes fencing and replacement of cement in front of the building. There is $3,600 available for this fiscal year grants. Slaubaugh moved to approve the grant, Powell seconded and all voted aye.
Wellman Investors Inc have been reviewing their property and discovered OutLot B at the far north end of the Deer Meadows development is still owned by this group. They have approached the City to accept ownership of this parcel as the city’s lift station sits at the lot-line of City-owned OutLot A and B. The group will have their attorney prepare the deed and any other necessary paperwork to give the property to the City. Schwartz moved to accept OutLot B from the Wellman Investors. Powell seconded the motion and all voted aye.
The Council entered into a works session to review the applications for city administrator received to date. They discussed criteria they were looking for in the applicants and agreed to select the top six to eight candidates. Each member indicated their top few selections which were marked on a spreadsheet to determine the common candidates among the council members. Discussion was held on what to look for in candidates as well as expectations of the duties of this position. Another special session will be held Saturday, August 27 at 8:00am to select the finalists and set up interview dates.
As the date for the next regular City Council meeting falls on a holiday, the Council agreed to set Wednesday, September 7, 2011, 7:00pm for the next regular meeting.
After a brief general discussion Powell moved for adjournment at 7:55pm. Bontrager seconded the motion and all voted aye.
