08/27/11 Special Session Minutes
The Wellman City Council met in special session in the Council Chambers of the Wellman Municipal Building at 8:00am. Mayor Ryan Miller presided with the City Clerk and following Council Members: Marc Pennington, Steve Slaubaugh, Doug Powell, Fern Bontrager and Johnny Schwartz; absent: no one. The Consent Agenda was approved upon motion by Schwartz, second by Powell and all aye votes. The Consent Agenda includes the agenda and minutes of the previous meeting.
There is additional chip and seal work needed on certain streets and alleys. No bid on the cost has been obtained. Bontrager moved to approve the additional work but will limit the total cost of the project once the bid is received. Slaubaugh seconded the motion and all voted aye.
Howard R Green Company has submitted a supplemental agreement to the engineering contract to allow for required language for a federally funded project. Specifically, the CDBG grant has been awarded for the 2011 Infrastructure Project and this language will bring the engineering contract into compliance. Pennington moved to approve the amendment, Slaubaugh seconded and all voted aye.
Howard R Green Company submitted an amendment to the 2011 Infrastructure Project to allow for preliminary engineering for adding to the project replacement of the bar screen at the wastewater plant. The City will be applying for a CDBG grant to fund this addition to the project. Pennington moved to approve the amendment, Powell seconded and all voted aye.
Jet Physical Therapy requested an extension of their lease agreement for the Suite at Parkside Activities Center. The lease is not up until next year but for budgeting purposes they wanted to have the agreement extended to July 1, 2014. Slaubaugh moved to approve the lease agreement, Schwartz seconded the motion and all voted aye.
The Council reviewed the forty-seven resumes for the City Administrator position and the scoring members did to rank the applicants based on various criteria. After carefully discussing those applicants who ranked highest those selected for interviews were numbers 3, 7, 23, 29, 34, 40, 44, and 47. Applicants were identified by number so as not to reveal names at this point. Mayor Miller will contact all applicants today and set up interview times. It was decided to hold interviews on Saturday, September 3, Saturday, September 10, and Tuesday, September 6 prior to the regular City Council meeting. In related business, at the last meeting, the Council had set the next meeting for Wednesday, September 7 but as there were no conflicts to hold it on Tuesday, September 6, it was decided to move the meeting back one day. Members agreed to use the list of interview questions Mayor Miller had submitted.
With no further business Slaubaugh moved for adjournment at 9:00am, Bontrager seconded and all voted aye. The next regular City Council meeting will be Tuesday, September 6, 2011, 7:00pm in the Council Chambers of the Wellman Municipal Building. A special session will begin at 6:00pm to hold two interviews prior to the regular meeting.
