The Wellman City Council met in regular session in the Council Chambers of the Wellman Municipal Building at 7:00pm. Mayor Ryan Miller presided with the City Attorney, City Clerk and following Council Members: Steve Slaubaugh, Doug Powell, Fern Bontrager and Johnny Schwartz; absent: Marc Pennington and City Administrator Baker. Also present were: Elizabeth Rhodes from the news media, and eight citizens, staff and/or guests. The Consent Agenda was approved upon motion by Schwartz, second by Powell and three aye votes with Slaubaugh abstaining. The Consent Agenda includes the agenda, minutes of the previous meeting, and appointment of Doug Slaubaugh to the Senior Center Commission. A bills list was unavailable for approval.
Deputy Randy Tinnis from the Washington County Sheriff’s Department reported there were sixty-eight calls of service for the month. This is exceptionally high and due in part to several recent break-ins. The Council had no new items for the Sheriff’s office.
Resolution No. 11-42 to set a date for a public hearing to receive comments on the plans and specifications for the 2011 Infrastructure Project was introduced and caused to be read. Slaubaugh moved to adopt Resolution No.11-42, Bontrager seconded and upon roll call the vote was four ayes, Pennington, absent. The Mayor affixed his signature. The hearing was set for Monday, November 21 at 7:00pm.
The matter of the sink project at the skate rink was discussed with concerns of the cost for moving the sink to a new location. Teresa Lampe, director, indicated she would prefer the sink to remain in its present location. Councilman Schwartz stated it would be better to run a service line to the main if possible rather than install a lift station. It would make a more permanent fix. Lampe indicated the sink is not used that much. It was decided to get bids for trenching a service line and then decide how to proceed.
A brief discussion was held on the deputy clerk position. The City Administrator had provided a job description and ad for the position. Attorney Kitchen stated he had reviewed the job description but did not what to give an opinion on it until he had a chance to meet with Baker to better understand what Baker wants for this position as well as his own position. The matter was tabled until more information is obtained.
In other business Bontrager commented on the improvement to the streets with the curb painting City worker Jesse Meade has been completing.
Shumaker reported the last leaf pickup day will be Monday, November 14. Kalona will be sweeping streets that week to clear the gutters of leaves. The Jordan Well work continues with the bailer being stuck again. Workers are trying to free it from the depth of 1420 feet. The drainage box in the City parking lot has been scheduled to be lowered to allow better drainage of that area. The ditch work at the skate rink will begin once parts for the project arrive. Shumaker stated the water leak at 1st Street and 8th Avenue has not sufficiently surfaced to allow them to determine where it is located and would like to have the leak detection company in to locate it. Public works plan to start assembling snow equipment this week.
Teresa Lampe reported the Christmas lights were placed on the poles today and will be lit by Thanksgiving. Only the new decorations were installed. She said there is a need for ten more to complete 8th Avenue and place them on 9th Avenue.
Johnny Schwartz stated the first of October he had requested a report from public works on the schedule of work being completed each day and week. This has not been done yet and Schwartz indicated it should not be Baker’s responsibility but Shumaker’s to do.
Following a brief discussion on other public works projects Slaubaugh moved for adjournment at 7:34pm, Bontrager seconded and all voted aye. The next regular City Council meeting will be Monday, November 21, 2011, 7:00pm in the Council Chambers of the Wellman Municipal Building.
