			<content:encoded><![CDATA[<p>I would like to take this opportunity to congratulate all of the class of<br />
2012 graduates from Mid-Prairie and IMS. This is another very impressive<br />
group of seniors who have contributed and accomplished a great deal<br />
through their high school careers. As a community we should be proud of<br />
the great education that our schools provide and the quality of<br />
individuals who are graduating!<br />
The City of Wellman is changing the hours that City Hall will be open so<br />
that they can better serve our community. City Hall will now be open from<br />
8 am to 4:30 pm Monday through Friday and they will not close over the<br />
lunch hour. The staff will stagger their lunch hours so that City Hall<br />
can remain open during this time. Hopefully this will allow more people<br />
to take care of City business over their lunch hours rather than take<br />
time off of work to get it done.<br />
The annual Rotary Pork Chop supper is coming up again on Sunday evening,<br />
June 3rd. The supper and silent auction will be held at Parkside and<br />
there will also be carry out orders available. This is the main<br />
fundraiser for the Rotary club and the proceeds will going to one of<br />
their local projects. Please come out and support the Rotary club and<br />
enjoy a great meal!</p>

			<content:encoded><![CDATA[<p>Next Friday afternoon and Saturday morning (the 11th and 12th) is the<br />
City wide clean up days. This will be run as it has the past few years<br />
with a $5 per load fee that is paid at the drop off site. The dumpsters<br />
will be located at the maintenance shed at the corner of 9th Ave and 2nd<br />
St. There will be pick up available on Friday afternoon only for an<br />
additional fee. You must contact City Hall prior to that day to arrange<br />
pick up.<br />
We have a new business in town as Stacia Bontrager has taken over Scoops<br />
from Mary Lee Ehrenfelt and renamed it Stacia’s. She has added sandwiches<br />
and other freshly baked items to the menu and has kept the soda fountain<br />
look and feel as well as the ice cream options. Our community was<br />
fortunate to have Mary Lee revive the soda fountain a few years ago and<br />
bringing back a downtown tradition. She put a lot of time and effort into<br />
her business and provided a unique experience for people of all ages.<br />
Stacia will continue to build and expand on that tradition. She is a<br />
wonderful cook and She will be a great addition to our downtown<br />
businesses.<br />
The East Central Iowa Housing Trust Fund is accepting applications for<br />
funding for affordable housing projects in Washington County. This<br />
funding will be in the form of a grant or forgivable loan, depending on<br />
the type of the project. All projects must assist households at or below<br />
80% of the area median income. For more information you can go online to<br />

is May 29.</p>

This will be run as it has the past few years with a $5 per load fee that is paid at the drop off site. The dumpsters will be located at the maintenance shed at the corner of 9th Ave and 2nd St. There will be pick up available on Friday afternoon only for an additional fee. You must contact City Hall prior to that day to arrange pick up.<br />
If you have appliances that can be recycled you can call Jeff Davidson for pickup at 936-8216. He will be picking up appliances for free the whole week of May 7th but you must call to make arrangements with him.<br />
Our clean up days have been very popular in the past and it is a good way to get rid of those big items that can&#8217;t be put in the normal weekly trash. If anyone is interested in helping at the drop off site either of those two days, even for a couple of hours, please contact City Hall to let them know. Any help would be appreciated!<br />
The City has recently purchased a commercial dishwasher for the Banquet room at Parkside. We will be selling the two residential dishwashers that we currently have in use at Parkside. These were installed when we opened the facility so they are two years old and haven&#8217;t had much use. They are stainless steel, KitchenAid brand and were around $800 new. The City is selling them for $400 each. You can contact City Hall if you are interested.</p>

			<content:encoded><![CDATA[<p>This Saturday night is the YMCA Sustaining Drive Spring Gala. This is the<br />
second year for this event and all proceeds go to the Y’s annual<br />
sustaining drive. This fund helps make it possible for individuals with<br />
financial hardships to participate in the Y’s programs. The event<br />
includes a gourmet meal, silent auction, and entertainment. Tickets are<br />
available at the Wellman Y or by calling Angie Boyse at 646-8439.<br />
Work in Circle Drive continues to move forward and they are still on<br />
schedule. This has been a difficult week for the residents there with all<br />
of the rain making it very muddy and a break in the old water line<br />
causing pressure problems for several residents. The crew will be<br />
starting on the service hookups this week to the new lines and if all<br />
goes well will be ready in a couple of weeks to start paving. They are<br />
scheduled to start on the 6th Ave section of road the day after school is<br />
over.<br />
Another reminder that next weekend is the City wide garage sales and the<br />
following weekend will be the City wide clean up days. There was<br />
information sent out in your utility billing about the clean up days. If<br />
you have any further questions please contact City Hall.<br />
The City has two openings that they are currently taking applications<br />
for. We are looking for part time summer help for parks mowing which will<br />
be approximately 25-35 hours a week. We are also looking for a part time<br />
custodian, about six hours a week, for the City Hall and Library<br />
building. You can pick up an application at City Hall for either of those<br />
positions.</p>

			<content:encoded><![CDATA[<p>I wanted to thank everyone that helped with or donated to Mid-Prairie?s<br />
Post Prom event that was help at Parkside Saturday night. It was a great<br />
event for the students and everyone seemed to have a good time. Parkside<br />
is a perfect venue for an event like post prom and hopefully it will<br />
continue to host this event.<br />
The Council is currently going through the process of amending our water<br />
rates to help cover the cost of the reverse osmosis upgrades to the water<br />
plant. When the Council held town hall meetings two years ago and the<br />
decision was made to proceed with this upgrade it was estimated to raise<br />
water rates $25-30 a month (which for many people would be off-set by not<br />
having to use a water softener). With the final proposed $7 increase the<br />
final rate will have increased a total of $24. The final cost of the<br />
project was almost $200,000 higher because we decided to include recasing<br />
the old well by the plant as part of the project. We are encouraged to<br />
have two functioning wells to supply water to the town and this<br />
additional improvement has allowed us to use this well again rather than<br />
spending 4-5 times that amount to drill another one.<br />
The City is currently taking applications for temporary summer help to<br />
mow and take care of our parks. This will probably be about 3 days a week<br />
through the summer. We have applications available at City Hall.<br />
We hope to have a company in town the first part of May to repair our<br />
City streets from the winter wear and tear and all of the areas we had to<br />
dig up for water main improvements. I have had people ask me what will be<br />
happening to the yards that were torn up to replace the fire hydrants.<br />
The repair of those yards is part of the overall construction project<br />
that is currently going on and we hope to have someone working to level<br />
and reseed those areas very soon.</p>

			<content:encoded><![CDATA[<p>I would like to thank everyone that helped with our annual Easter egg  hunt last Saturday. It is a lot of work and takes a lot of people to  help organize it but the kids really enjoy it and look forward to this  event each year.</p>
<p>Our City wide garage sales are scheduled for Saturday May 5th. You can  contact the Wellman Advance to have your sale listed in the paper and on  the map that will be distributed.</p>
<p>The City&#8217;s annual Clean-Up days are set for Friday afternoon May 11th  and Saturday morning May 12th. This will be run as it has the last few  years with residents being able to bring their items that are too big  for the normal trash to the City maintenance shed located at the corner  of 9th Ave. and 2nd St. There is a $5 per load fee. If you are unable to  transport items there will be someone available on Friday afternoon  only to pick up your items. You will need to contact City Hall prior to  that Friday to arrange pick up and there will be an additional charge  for this service.</p>
<p>As the weather is improving there are more and more kids walking to and  from school each day. I wanted to remind drivers to pay extra attention  during these times and watch for kids crossing the streets.</p>
<p>The City and  the school district are currently working on a &#8220;Safe Routes To School&#8221; project. We will be applying for a grant to help identify the routes  that kids take to school and hopefully construct some more sidewalks to  help make it easier and safer for them to get to school.</p>

			<content:encoded><![CDATA[<p>With last Friday being Donna&#8217;s last day at City Hall, Jenny is beginning  her time as Deputy City Clerk on her own. There is such a large  learning curve with this job that it will take her some time before she  feels completely comfortable with everything, but she is already doing a  great job. I look forward to working with her and I hope the public  will be patient with her as she has a very difficult job replacing Donna  in the office!<br />
The Circle Drive project is moving along quickly. They are making good  progress and staying on schedule. They plan to have the first part of  the project done as school lets out for the year and then they will  start on 6th Ave and Golf View so they can have that finished by the  time school gets ready to start again. I appreciate all of the patience  and understanding from the residents in Circle Drive during this trying  time.</p>
<p>Last week the City was denied their CDBG grant application for the  upgrades to the sewer plant. Since we are in the process of  restructuring our existing debt we probably will not proceed with those  upgrades at this time without the grant funds. We will wait until next  year to reapply for grant funding and assess our debt situation at that  time. We will have some existing funds available to do a couple of  smaller projects and continue making improvements to our infrastructure.<br />
I want to remind people that the City has began the weekly brush and  yard waste pickup which occurs each Monday. The bags are available at  City Hall for fifty cents each. Please contact City Hall to let them  know you have items to pick up. Thank you to the volunteers who help  with this pick up which allows our City workers to continue with their  projects.</p>
