Wellman, Iowa

The Wellman City Council met in regular session in the Council Chambers of the Wellman Municipal Building at 5:30pm.  Mayor Ryan Miller presided with City Administrator, City Clerk and the following Council Members: Robert Goodrich, Fern Bontrager, Robert Freeman and Tracy Owens, Jared Schneider absent.  Following the Pledge of Allegiance the Consent Agenda was approved upon motion by Freeman, Seconded by Owens and 4 aye votes, Schneider absent.  The consent agenda includes the agenda, minutes from previous meeting and the following claims:

No one spoke in public forum.

Randy Tinnes indicated that there were 26 calls for the month of November.  The biggest problem was the car wash in town being broken into and he explained that a town nearby had their car wash get broken into as well.  The incident is still being looked into.

Josh Dean from PeopleService was not present to give the council an update due to being ill.

Resolution No. 16-57 A resolution authorizing the City of Wellman to apply for a grant from the Washington County Riverboat foundation (WCRF) for the purpose of the Annual Municipal Funds was introduced and caused to be read.  Bontrager moved to approve Resolution No. 16-57, Freeman seconded and upon roll call the vote was 4 ayes, Schneider absent.

Discussion and action was taken on Council Member Vacancy.  Miller explained that Schneider submitted his resignation letter, due to him becoming the new county sheriff, and that Schneider wanted to thank everyone for the last 3 ½ years that he’s served on city council.  Miller then explained that council needs to decide how we are going to fill the vacancy, either by appointment or special election and explained the process for each.  If council decides to move forward with appointment then anyone interested in being appointed can come to the Jan. 3rd council meeting to voice their interest.   Goodrich stated that he feels in the best interest of the city he would like to see a special election.  Miller explained that if a special election is done it could cost the city approximately $1200.00.  Bontrager moved to move forward with the appointment at the next council meeting, seconded by Freeman and the vote was 3 ayes, 1 nay, Schneider absent.

In council reports, Owens mentioned that he would still like to see something done with the speeding through town.  Litwiller mentioned that last week she had a citizen come in the office with the same concern.  Goodrich had council look over the sheet that he provided with the expenses that the city has with PeopleServices and Public Works employees and would like to see them take this into consideration when a decision is made in November whether to continue with their services.  Miller mentioned that he stopped down at the city maintenance shed the other day and noticed how hard the public works guys have been working on organizing and cleaning up the shed and invited any councilmember that would be interested in going down after the meeting to see all their hard work.  Litwiller wanted to update council on where we stand on the Iowa Municipal Benefits Plan.  She explained that after questioning what the next step would be with Jim Willis, he informed us that we would need to make a motion to change agents and she doesn’t feel comfortable doing this at this point.  She has talked with our current agent and has asked him to look into this and give us some feedback.

Council moved into a work session with Andrew Marsh from HR Green regarding the Water Plant.  During the work session Andrew Marsh gave council an update on the concerns at the water plant and gave council a review on what their plans are on fixing them.

With no further business Bontrager moved to adjournment at 6:30pm, Owens seconded and all voted aye.  The next regular City Council Meeting will be held Tuesday, January 3, 2017 at 5:30pm in the Council Chambers of the Wellman Municipal Building.
