Wellman, Iowa

The Wellman City Council met in regular session in the Council Chambers of the Wellman Municipal Building at 5:30pm.  Mayor Ryan Miller presided with City Administrator/Clerk and the following Council Members: Robert Goodrich, Fern Bontrager, Jared Schneider, Robert Freeman and Tracy Owens.  Following the Pledge of Allegiance the Consent Agenda was approved upon motion by Freeman, Seconded by Bontrager and all aye votes.  The consent Agenda includes the agenda, minutes from previous meeting, Annual Appointments and the following claims:

No one spoke in the public forum.

Resolution No. 16-01 A resolution to hire and appoint City Administrator was introduced and caused to be read.  Bontrager moved to adopt Resolution No. 16-01, Seconded by Schneider and upon roll call the vote was unanimous ayes.

Resolution No. 16-02 A resolution to establish the official newspaper for the City is the Wellman Advance was introduced and caused to be read.  Freeman moved to adopt Resolution No. 16-02, Seconded by Owens and upon roll call the vote was unanimous ayes.

Resolution No. 16-03 A resolution to set mileage reimbursement rate for employees was introduced and caused to be read.  The mileage rate is set at the IRS rate which is $.54.  Goodrich moved to adopt Resolution No. 16-03, Seconded by Bontrager and upon roll call the vote was unanimous ayes.

Resolution No. 16-04 A resolution authorizing annual appropriations for Bond 2011A payments for Fiscal Year 2017 was introduced and caused to be read.  Freeman moved to adopt Resolution No. 16-04, Seconded by Schneider and upon roll call the vote was unanimous ayes.

Resolution No. 16-05 A resolution authorizing annual appropriations for Bond 2012B payments for Fiscal Year 2017 was introduced and caused to be read.  Goodrich moved to adopt Resolution No. 16-05, Seconded by Schneider and upon roll call the vote was unanimous ayes.

Council reviewed the Clerk Position Ad to be advertized.  The ad will run in the Wellman, Kalona and Washington newspapers until position is filled.

In council reports, Freeman mentioned that he would like have a Meet the Council, a Q & A forum that would be moved throughout the town at local businesses.  Miller mentioned that as long as not more than two council members are present this would be fine.  Owens thanked everyone for giving him the opportunity be on council as he is excited to get started.  Owens mentioned that with the recent snow fall that there was several cars parked along the streets.  Miller mentioned that we do have a snow emergency that goes into effect with 2″ or more of snow fall.  Our City attorney is looking into getting the ordinance changed so that the City Employees can write tickets rather than having to contact Safety Center.  Goodrich would like see a work session with all council and employees to make sure that everyone has opportunities to discuss anything they would like.  Would give employees the assurance that the Council stands behind them.  Miller mentioned a few meetings coming up regarding SRF and the walking path.  He will be sending dates out to Council if they would like to attend.  Litwiller brought up the membranes at the Water Plant and that we could be having issues again.   The water is fine, but we need to look at whether PeopleServices Inc is doing the job we hired them to do.

With no further business Bontrager moved for adjourment at 5:57 pm, Seconded by Freeman and all voted aye.  The next regular City Council meeting will be held, Monday, January 18, 2016 at 5:30pm in the Council Chambers of the Wellman Municipal Building.
