Wellman, Iowa

The Wellman City Council met in regular session in the Council Chambers of the Wellman Municipal Building at 5:30pm.  Mayor Ryan Miller presided with City Administrator, City Clerk and the following Council Members: Robert Goodrich, Shannon McCain, Fern Bontrager, Robert Freeman and Tracy Owens.  Following the Pledge of Allegiance the Consent Agenda was approved upon motion by McCain, Seconded by Bontrager and all aye votes.  The consent agenda includes the agenda, minutes from previous meeting, approval of YMCA Gala Liquor License, and the following claims:

No one spoke in the public forum.

Randy Tinnes indicated that there were 12 calls in February.  There were a couple arrests, couple bar incidents, and Tinnes indicated that they’ve been to the schools for calls more than average lately.

Josh Dean wasn’t able to make this meeting for his update; he plans to be at the next meeting.

Resolution No. 17-16 A resolution authorizing City of Wellman to apply for WCRF grant for Technology Enhancement for the Wellman Scofield Public Library was introduced and caused to be read.  Litwiller explained that the total project would be $13,188 with the library matching funds of $3,500, and WCRF Funding request of $9,688.  Freeman moved to approve Resolution No. 17-16, Bontrager Seconded and upon roll call the vote was unanimous ayes.

Resolution No. 17-17 A resolution authorizing City of Wellman to apply for North Park Shelter & Bandshell Renovations was introduced and caused to be read.  Litwiller explained that the total project would be $57,938 with the city matching funds of $15,000, and WCRF Funding request of $42,938.  Bontrager moved to approve Resolution No. 17-17, Freeman Seconded and upon roll call the vote was unanimous ayes.

Discussion and action was had on contract termination with Suez/Utility Services.  Steve Leidinger with Lynch Dallas, PC explained that a proposal was recently thrown out to Suez/Utility Services and late last week they accepted the proposal.  The proposal provides that the City and Suez will mutually agree to part ways, with the City paying no termination fees.  Suez will return to the City $26,000 they received without performing the services in the contract for Years 2 & 3.  Leidinger would like the council’s approval on the proposal as accepted and authorize his office to draw up a formal agreement.

McCain moved to approve, Goodrich Seconded and all voted aye.

In council reports, Freeman mentioned that on Gum Ave it looks like the construction has been completed but he’s noticed that the streets have some issues caused by the big machinery driving up and down it and questioned who should be responsible for fixing these issues.  Freeman also questioned whether painting a center line around the corner of 2nd & 7th Ave. would maybe help with avoiding accidents at this location.  Owens mentioned that the flags on the stop sign by the fire station have been busted off and wondered if they could be located and put back up.  He also mentioned that the Fire Station is considering doing Chip and Seal in front of the station and would like to see the cost in doing this.

With no further business Owens moved to adjournment at 5:58 pm, McCain seconded and all voted aye.  The next regular City Council Meeting will be held Monday, April 3, 2017 at 5:30 pm in the Council chambers of the Wellman Municipal Building.

Council entered into a work session following regular scheduled meeting for discussion of Parking Ordinance & Nuisance Ordinance with the City Attorney.  During the work session council and Leidinger discussed options and priorities for these Ordinances.  Leidinger made a recommendation to add a new Chapter to the Code called “Property Maintenance Regulations.  He works with other cities that have used this and it seems to be very effective.  Council will read through the codes and get back with Leidinger with anything they feel needs to be added or removed.
