The Wellman City Council met in special session at 6:00pm. Mayor Ryan Miller presided with the City Administrator, City Clerk and following Council members: Robert Goodrich, Marc Pennington, and Steve Slaubaugh; absent: Karri Fisher and Matt Latcham. Also present was Andrew Marsh of Howard R Green Company. The Agenda was approved upon motion by Pennington, second by Goodrich and all aye votes. Ross reported several RFPs were sent out to engineering companies for the next phase of the water treatment project. Howard R Green Company was the only respondent. A contract was submitted. City Attorney Kitchen has reviewed and voiced concerns over the arbitration clause. After further discussion Goodrich moved to approve the contract contingent on removal of the arbitration clause. Pennington seconded the motion and all present voted aye. The Mayor signed the contract. Engineer Marsh reported the DNR has reviewed the preliminary report on the project and had a couple of questions which have been addressed. There was some concern that some of the water samples were mislabeled when preliminary testing was done. They want water sources rechecked for ammonia to be sure of accuracy. Marsh further stated it is hoped the pilot project equipment can be slid into the existing plant. This will save money on moving a trailer in to house it. At 6:18pm the Council moved into work session to review a draft of the Capital Improvements Plan Mr. Ross has written. He presented an overview of projected funds. Discussion ensued on the possibility of funding a public works director position. With the new water treatment system, it was felt a person in this position would be required to already possess grade II water and wastewater certifications. After further discussion, Ross was asked to write a job description of this position to present to the Council. Other possible projects discussed were: paving 3rd Street between 8th and 7th Avenues, path to upper ball field in North Park, possible needs at the wastewater plant, pave 6th Avenue north of Highway 22 to elementary school and sidewalks, projection system to be shared with the library and WATV, water tower replacement, two new trucks to replace service vehicles with four-wheel drive, and the library expansion. After discussion and review of these various projects Goodrich moved for adjournment at 7:19pm. Pennington seconded the motion and all voted aye.
