Job Description
POSITION: City Administrator

FACILITY AND WORK AREA: Wellman City
Hall and other areas generally within the City.
JOB SUMMARY: This position is under the supervision of
the Mayor and City Council. Performs a variety of administrative and
specialized duties which require accuracy, confidentiality, independent
judgment and proficiency. Accountable
for the administration of policy and day-to-day operation of the City of
Wellman.
JOB FUNCTIONS
– Examples of Essential Job Functions.
1. Administers and enforces City operating policies and
procedures.
2. Examines the City’s operating procedure and make
recommendations for improvements.
3. Coordinate and directs daily activities of City
employees and departments.
4. Responds to questions, complaints, and other concerns
from the public.
5. Establishes a progressive disciplinary policy and
procedures to execute the policy. This policy will provide for an appeal process
to the City Council and said policy subject to council approval. All records of
disciplinary action shall be kept in the disciplined employee’s personnel file.
Addresses, and if possible, resolve employee grievances. Disciplines employees
in a manner consistent with established procedure, subject to requirements of
state law.
6. Supervises the purchase of all City supplies,
materials, and equipment with a purchase price of $1,500 or less without
Council approval, except in the case of emergency repairs to equipment and
buildings. Schedules and oversees maintenance of City equipment and property.
Develops and maintains inventory records of all City equipment, supplies, and
materials, which records shall be made available to the Council upon request.
Obtains price options for capital items.
7. Hiring and dismissal of employees, in coordination
with the Mayor, subject to Council comment/approval.
8. Coordinates, supervise and annually evaluates City
employees. Oversees interviewing, hiring and promotion of employees. No
full-time City of Wellman employee may be terminated from employment by the
City Administrator without City Council approval, but the Administrator may
place any employee on paid or unpaid leave until appropriate action can be
taken by the Council.
9. Addresses employee complaints and resolve employee
issues. Develops and implements appropriate training programs for City
employees. Schedules and approves all leaves, vacations, and overtime.
10. Prepares the City budget, in coordination with the
City Clerk. Prepares, in coordination with all department heads and the City
Clerk, the annual operating budget and capital improvement plan. Maintains
financial guidelines within the scope of the operational budget and capital
improvement plan.
11. Supports internal planning by working with the
Planning and Zoning Commission, and joint planning with larger areas of which
the City is a part.
12. Develops and
implements policies and procedure regarding safety, health, risk management,
trenching, OSHA compliance, etc.
13. Attends and participates in all City Council Meetings
and attends other meetings considered beneficial by the Council of the City of
Wellman.
14. Supervises, performance of all contracts for work to
be done for the City, including purchases of material and supplies, ensuring
that such material and supplies are received and are of the quality and
character called for by the contract. Preparation and submission to Council of
reports and summaries relating to ongoing and completed City projects with all
necessary recommendations.
15. Represents the City, as directed by the City Council,
in all negotiations with employees, contractors, architects, engineers,
and other independent contractors in matters in which the City might have an
interest.
16. Works in cooperation with the City Council designated
attorney, engineer, auditor, financial consultant, and other governmental
agencies.
17. Prepares and maintains accurate job descriptions and
wage schedule for all City employees.
18. Gathers and disseminates all necessary information
regarding federal, state, and county programs, laws, and directives that affect
the City. Represents the City to the media and community groups.
19. Participates in and coordinates public relations
efforts for the City.
20. Makes regular reports to the City Council of all
activities and condition of the City.
21. Assists and cooperates with all boards, committees and
commissions of the City.
22. Assists in grant applications and administers grants
received by the City in cooperation with the City Clerk, City Attorney, and
outside agencies.
23. Attends conferences and workshops to update and
maintain knowledge and skills.
24. Performs duties involving confidential data.
25. Performs other duties as assigned by the City Council.
PHYSICAL AND ENVIRONMENTAL CHARACTERISTICS
Required Physical Activities:
Fingering, typing, grasping, hearing,
kneeling, talking, repetitive motions, sitting
for extended periods of time.
Physical
Characteristics of the Job:
Sedentary work exerting up to fifty points (50 lbs.)
of force occasionally and/or
minimal amounts of force frequently or constantly to
lift, carry, push, pull, or
otherwise move objects including the human body.
Environmental Characteristics:
Work is primarily performed in an
office environment. The job requires sitting for
extended periods of time and may expose
the employee to confidential data, may
involve significant work pace
pressure, unpleasant social situations and visual
strain.
Visual Requirements:
Visual correctable to 20/20 near point
in at least one eye at an eighteen inch (18”)
reading distance.
EQUIPMENT AND MATERIALS USED
General purpose office equipment and supplies, adding
machine, budgetary ledger, cash drawer, Code of Iowa, Code of Ordinances, computer, computer software, copier,
fax machine, instructional manuals, MSDS manuals, policy manuals, printer,
telephone and typewriter.
CANDIDATE REQUIREMENTS
Required
Knowledge, Skills and Abilities:
1. Ability to solve practical problems and interpret

3. Possess good interpersonal skills and promote a “team”
environment.
4. Ability to solve difficult mathematical problems.
5. Possess good oral and written skills to report, write
and edit; prepare contracts, deeds, easements, leases and similar documents.
6. Ability to evaluate technical data.
7. Comprehensive knowledge of organization, functions,
and problems of municipal government, public administration and public finance.
8. Considerable knowledge of municipal, county, state and
federal statues.
9. Ability to utilize computers and various software.
10. Knowledge of principals, practices and methods of
accounting, staff supervision and direction.
11. Ability to develop plans, policies and procedures,
establish goals, schedule work, set deadlines and evaluate outcomes. Possess
excellent supervisory skills.
12. Ability to maintain an effective working relationship
with supervisors and co-workers.
13. A valid Iowa driver’s license in good standing.
14. Willingness to obtain Grade I and/or II Water Operator
Certifications and Wastewater Operator Certifications as determined by the City
Council.

Training and Experience:
Any combination of training and
experience that provides the required ability, knowledge and skills or a
bachelor’s degree (B.A.) in public administration, accounting, finance,
business administration or a related field.
