MAYOR

The City of Wellman has a Mayor-Council form of government.  The Mayor's position is part-time and includes duties such as presiding at all Council Meetings and signing contracts and other documents on behalf of the city.  The Mayor is the Chief Executive Officer of the City.

Ryan Miller was elected Mayor for the City of Wellman January 1, 2006.  Ryan, who was born and raised in Wellman and he and his wife, Coralie, are both Mid-Prairie graduates.  They have 2 grown daughters and 2 grandchildren.
Ryan owns and operates chiropractic offices in Coralville and Wellman.  He is a member of the Wellman Rotary and serves on several Washington county government boards.















Council Members

The council holds regular meetings on the first and third Monday of each month. Additionally, the council may hold special meetings or work sessions on specific matters when necessary. While all meetings are open to the public, generally citizens may only bring issues to the council at regular meetings.

The City Administrator is the Chief Administrative Officer of the City and is responsible for the management of the City’s day-to-day operations. The City Administrator supports the information and policy-making needs of the Council, implements Council decisions and directives, supervises all City staff, and submits to the Council a proposed annual budget. Additional responsibilities include organizational development, community relations, intergovernmental relations, financial management, and human resources management.

The City Clerk has a wide variety of responsibilities
.  Under general supervision of the city Administrator/Mayor and Council, performs a variety of administrative, financial, office and clerical tasks. Principal duties include all aspects of the city accounting system; payroll processing; receiving money and processing deposits; ordering of supplies for office, etc.  Performs administrative support for the Mayor/Administrator and other City employees as needed.  Attends all council meetings to record & publish minutes.  The City clerk will also assist or fill in for the Utility Clerk when needed or absent. 


Utility Clerk-
Cindy Thrapp

Utility Clerk’s job duties include doing utility receipts, posting and banking. Assists in billing, filing and various office duties. Handles scheduling of Parkside Activities Center, Park Shelters and City Hall meeting room. Manages the inventory for the curb-side recycling carts along with other responsibilities. Answers the phones and directs calls, takes messages as indicated, greets customers and answers questions for residents who come into the office.

Water/WasteWater Superintendent

Water/Wastewater Superintendent performs professional and administrative work in the operations, construction, repair, and maintenance of the City's water and wastewater systems.  As an Iowa Department of Natural Resources (IDNR) Grade 2 certified operator, is responsible for achieving water treatment and distribution and wastewater collection and treatment objectives in compliance with regulatory requirements.

Building Maintenance Superintendent oversees the maintenance and repair of City buildings and other facilities.

Parks/Streets Superintendent
-Josh VanWinkle

Parks Superintendent oversees the appearance of City parks and other city property and coordinates projects within the city parks. Streets Superintnendent oversees the functionality, appearance and safety of city streets, parking lots, and right of ways.  Additional areas of oversight include storm sewer, street lighting, traffic signs and vehicle maintenance.  Leads street maintenance and construction projects.

Gas Superintendent performs professional and administrative work in the operations, construction, repair, and maintenance of the City's natural Gas systems.  This includes Installing, Inspecting and testing natural gas meters for safety problems or potential leaks.
